Dr. Lillian Cingo, the recipient of the Health Care Services / Public Service Award, was Manager of the Phelophepa health care train project in South Africa from 1995 to 2008 and is a highly qualified and experienced medical professional.  On her retirement from the train she was a South African icon, with five honorary doctorates to her name.
